This makes me think that perhaps since the Rebel Alliance is a more concentrated group, and the Empire is more wide spread, the Rebels are better at gathering and putting intel to use and that the Empire should have a more centralized intel operation where information gathered is analyzed and orders are dispatched to individual units. Perhaps the Empre’s command structure is a little too mobile.

    • I think the lack of consistent performance across multiple worlds is a strong indicator of poor training, lack of established processes, and Concepts of Operations (CONOPS). Rather unusual for a totalitarian entity.
